In financial services, that ceiling usually shows up in one of three ways:

  1. Control limits: you can’t get the auditability, data boundaries, or evidence you need
  2. Workflow limits: the tool helps individuals, but can’t execute end-to-end steps across systems)

Scenario #3: Building Your AI Solution From Scratch Means Infrastructure Labor Costs

When you decide to build your AI solution from scratch, you’re investing in your own team, capabilities, products and maintenance.

This means you’ll have a combination of variable and static costs, where the AI tech itself will only be a small part of your total budget and easier to calculate. Your infrastructure and AI costs are relatively straightforward as you can predict unit economics, depending on your use case.

Also, if you establish an effective AI leadership management team, you can also plan your pricing well, without running into surprises.

But the deeper you dive into owning your AI solution, the more your labor cost increases. The human factor in integrations, change management, education and ownership costs is often overlooked.

Let’s break this all down, starting with your variable costs:

1. Variable costs – Tokens and Infrastructure

Imagine you choose to integrate a previous-generation OpenAI model like GPT-4.1 via the API for a AI-native solution for your bank’s customer service center. The raw model cost is typically not the line item that increases your budget.

OpenAI lists GPT-4.1 at $2.00 per 1M input tokens and $8.00 per 1M output tokens. That works out to $0.002 per 1,000 input tokens and $0.008 per 1,000 output tokens. This is well below $0.01 per 1,000 tokens for most real workloads.

This means:

  • Drafting a “piece of content” (1,000 input tokens + 3,000 output tokens) costs about $0.026: (1 × $0.002) + (3 × $0.008) = $0.026.
  • A typical chat-style interaction (2,000 input + 2,000 output) costs about $0.02: (2 × $0.002) + (2 × $0.008) = $0.02.
  • Even at large volumes, costs stay modest: 50M input + 50M output tokens/month is roughly (50 × $2.00) + (50 × $8.00) = $500/month.

Let’s change the use case and look at a voice AI solution for your call center. Here the cost changes because you’re paying for speech-to-text and text-to-speech components, which is still usually cents-per-minute, not dollars-per-call. For example, OpenAI lists gpt-4o-mini-transcribe at an estimated $0.003/minute, and gpt-4o-mini-tts at an estimated $0.015/minute.

It’s important to note that ChatGPT subscriptions and the OpenAI API are billed separately. The token math above applies to API usage, not a ChatGPT seat license.

So, even though a variable cost, usage is largely inexpensive across multiple use cases.

But you need to build an infrastructure for your AI application or AI agent if you don’t already have it. Cloud infrastructure is also a variable cost that can range from less than $1k per month for a small setup or $100k+ per month at scale.

For a modest production environment, cloud infrastructure often lands in the low-thousands to low-tens-of-thousands per month, depending on usage. The variable costs here include compute hours, data transfer, and observability/log volumes, so estimate it with a provider’s cost calculator, which allows you to input your expected traffic and log growth.

But your AI and infrastructure only make up a small part of your costs. As we’ll see in the next section, it’s the actual development that will blow up your budget because you need to invest in the right people.

2. Static Costs – Development Labor and Maintenance

Your static costs are typically related to data because you need to store data and build vector databases. Since you own your AI solution, you’ll also create and manage your own governance layer and deal with model and compliance risk directly.

I. Labor costs

Today, a software engineer is essentially the most expensive role, and you will need various types to build a secure, reliable AI infrastructure for financial services.

This includes:

  • Data architects to map, model, and govern the data your AI needs, so customer, product, and transaction data can be safely accessed, joined, and used under the right controls (i.e., classification, lineage, retention, and auditability).
  • Cloud or software architects to deploy and scale AI systems on a cloud or on-premise infrastructure, ensuring availability and stability.
  • AI engineers and architects that create and train your models, integrate them into products or services, oversee the architecture where they’ll live and ensure cohesive orchestration across the various components.

Now, let’s look at the timeline. Your in-house AI development can take anywhere from nine to 18 months.

Making new-hire mistakes is also costly. It bloats your timeline and budget because you’ll need to decide to either invest in more training or restart your tech talent search.

III. Training, Maintenance and Management

Once you launch your solution, you may think you no longer need that expensive development team, so you let them go to save money. But who is going to manage your governance and risk layers going forward?

The Bank of England/FCA’s 2024 survey of UK financial services firms found 46% report only a partial understanding of the AI they use. The study also discovered that firms face major non-regulatory constraints to AI adoption. Over 25% of firms see “insufficient talent/access to skills” as a large constraint and 19% say that model “safety, security and robustness” is a large constraint.

If nearly half of firms only partially understand the AI they’re deploying, it’s not surprising that effort (and cost) expands in governance, risk, training, and operational ownership.

Unlike off-the-shelf tools like ChatGPT, Perplexity or Claude that are managed by their own engineers and teams, you now are responsible for governance, model risk, compliance and data security.

Building your data infrastructure for AI and integrating AI applications, agents or agentic systems typically takes longer and is harder to do than you might expect. As we previously mentioned, the biggest part of AI development is creating the right infrastructure and data layer. But we know it’s tempting to skip this because it’s expensive. And we often see firms choosing a cheaper PoC that doesn’t require a lot of customer data.

Let’s say you make a chatbot that only uses data from your website. To make it effective at responding to customers, you need the chatbot to see some customer data, such as conversations, product choices and interactions on your site.
